Rise of Humanity
Keiven Rus savagely united the human tribes under his rule. Keiven’s tribe was from the South and constantly faced invasion from the desert Orc Hordes. Keiven recognized the potential of human sorcery married to the martial traditions among the tribes. After gathering the tribes he formed an enormous army and took the city of Shea while the Elder Races watched powerless. An attempt was made by the Elves and Dwarfs to retake the city, but to no avail. The human armies, led by Keiven, decimated Elven and the Dwarven attacks.
Keiven believed that he could march on the Dwarven mountains and capture the Elven Isles so as to enslave the other races and make himself the supreme ruler of the Continent. However, wise advisers knew the stories of the Elder Wars and the impossibility of such aspirations. They also knew that man could not hold the city forever and so accepted peace agreements from the Elder Races.
Written into the peace treaty were the laws by which Shea would be governed. Laws were to be decided by a council of the races, each with a weighed vote based on the number of spell-casters (divine and arcane) in each race. This was heavily in the favor of Humans as they were both the most numerous and had an affinity with Arcane magic. Ruling over that body was a descendent of Keiven who would sit on the throne, representing not only the “true human vote” but also holding the single strongest vote and a kind of veto power.
